The meat and potatos of this Suggestion/complain is that the way that MS and regular sharingan/other Doujutus are handled when it comes to several aspects of the game needs to be reworked.
I understand the mechanical nature of why buffs cannot work with sharingan. We cannot have someone running around with RNY as well as MS gaining immense amounts of agility and throwing off the balance of the game. Similar to that of a Basaka getting Byakugan. However the main issue with this is the ruling of it being "Turned off" no matter what. Everyone knows that those without uchiha blood cannot deactivate or reactivate the Sharingan, same thing is said about a human puppet uchiha. The sharingan, once deactivated, remains deactivated. I find this rule to be quite strange however.
Given the nature of obtaining an uchiha's sharingan, you have to go through several steps. You must first be able to kill the uchiha. (If you wound the uchiha and try peeling out their eyes. It may get ruled that they shut off. So them being dead is the way to go.) After which you have I believe 1 ooc day or hour to take this eyeball to a medic. Which in it's self is a hard task, if you bring an eye to windhelm questions will be raised as to how you obtained it, if you bring it to Hikari, questions will also be raised as to how you got it, and then you will be in deep shit with both villages (however that's more of an ic issue vs mechanical. Though still demonstrates the struggle of it all.) After you find a medic, you have to find one that is properly equipped to surgically implant the eye into your head. The medic needs four or so perks in order to raise it to 90% success rate which in it's self isn't inherently bad. The problem lays in finding a medic that has dedicated themselves to such a thing to be able to get it to 90% as such is quite expensive. Medic prof 1- surgeon all in all is 55 pp. Pure dedication to the craft followed by the extra medic you need to ensure it's a 100% chance.
Once you've obtained the sharingan you now have the cost of having to keep it covered for fear of not only metagame, but everyone and their mother getting onto you. Which is the price you pay for robbing someone of their hardly earned doujutsu. The big problem with all of this is that if you'd like a legendary ability. You firstly cannot advances the sharingan (despite canon) from what has been stated. If you have shar 2, no matter how hard you train or what you do, it will always remain a shar 2, and the same is said about shar 3. So it's either you steal another sharingan, or you stick with what you have, you cherish it. For many people the only legendary ability they can obtain is sage mode. Everything else is held by a clan, senju sage mode, MS, The snake perks(forgive me I do not remember the name) Basaka sage mode, Tensigan, essentially everything but the 1 sage mode is able to be used which so happens to deactivate all buffs. Which makes sense as I have stated earlier, having someone running around with two huge buffs wouldn't make too much sense. However for someone that's gone through all of this, this eye, this one eye that they worked so hard for deved for, simply being ripped away by a single buff, forever is nonsense. A much better alternative to such a ruling would be the simple fact that the eye's chakra is strained and there for you can't use it for sake of causing harm to yourself. Literally any excuse rather than (it shuts off forever until an uchiha activates it) doesn't make too much sense.
I believe the simple fix is to change the ruling. At such a point, it's either you get sharingan (anything less than MS is worthless) since MS cannot be unlocked by non-uchiha (despite canon). Or you get a legendary sage mode which in comparison to some of the clan abilities is already pretty underpowered and lose the doujutsu you worked so hard in obtaining.
