A successful final stand against the tyrants of Windhelm’s traditional structure has effectively raised the morale in the Wind Country. A new standing Kazekage during these times of tension also helped Windhelm in their efforts of restoration. Apart from the inner cities reestablishing military power, the outer cities have begun to adapt to the same lifestyle as the inner city. It’s as if it took war for all the neighborhood and factions to understand that there is a bigger picture to things. Anger still fill the hearts of many though. War brought death and with death stirs pain- so now pain needs to be addressed.
For many years Windhelm have sheltered themselves in their corner of the world, but now the government have made up their mind under one cause. Revenge. Despite the rumors circulating that WIndhelm suffered from a corrupt government, the Wind Country knew that the Fire Country were the last to speak on that matter. It’s because of the knowledge that the Wind Country has of the problems Hikarigakure traditionally suffers from in which the standing Kazekage has ordered an official occupation over the Land of Tea.
Normally a neutral zone for trade, Windhelm traveled past their border and begin setting up camps. The main village within the Land of Tea now have Windhelm banners waving across every building. Hostility have not been reported, but it’s clear that Windhelm is making their move.
The effort to build back a lost city whilst bringing under Wind Country territory doesn't sound bad.
