Within Windhelm a new book is being handed out, free to share and read. It is even being spread out to those in the Outer District, and perhaps, even beyond. A new philosophy is being taught within it...A new philosophy to spread across the lands both within the Wind Country and outward, to give hope to the downtrodden, the poor and the common citizen. More than just a book, it is also a vision that Himiko, rumored to now be Lady Fourth, has for Windhelm...A vision of the changes to come. Will this philosophy spread, or will it die? Either way, this makes it clear, marking an official announcement of Himiko's new role, right from the first page.
- Metamorphosis -
A book by Himiko, Momiji - Fourth Kazekage.
"This is not a sermon, I offer no insight beyond what you already know within yourselves, within your subconscious. You know that something is wrong. If I were to say that we all have the moral imperative to increase the common good, and decrease the common suffering of the world, what would you think? Most, I hope, would agree. Others would agree with the ideal, but find it unrealistic and finally, the worst offenders would not think that this is so. That means that two-thirds of the readers here, agree that the most good for the most amount of people, is righteous. Doubters believe that the world is not ready for such an idea, citing that it is not possible, but is not the moral imperative to -make- it possible? Are we, Human beings, not able to change this world to suit us, especially with the power of Chakra? Anything is possible, and it is calling out to you to force the change, to evolve. Then, there are the Parasites, they look at the world in the relative, believing this life revolves simply around them. But surely, such people aren't good people, in fact, most people would call these Parasites by the name of 'Tyrant'. But, what drives the Parasite? Why is it that so many people manage to ruin the happiness of others through their power? I submit the following conclusion: The Parasite doesn't have power, it has an ideal, an ideal that drives it beyond the moral questions of this world, and causes it to force its will upon other beings In a way where they don't care about others. So...What do they care about? What is to blame?"
- 'I' am the Enemy -
"There is one thing to blame for the rise of Parasites, and those whom take their power, and end up seeking more, growing fat from indulging in the suffering of others, just to improve themselves. It is the 'I', it is the 'Me' and, it is the Individual that is to blame. From the moment of our birth, due to our primordial history, we are driven to enshrine the 'self'. In the past, this was a tool used by our ancestors to ensure their survival against a hostile and dangerous world. However, Humanity is no longer under threat of extinction. Today, Humans are the prime species, the most populous and dominant. Why is it then, that we still use this ancient tactic, of working towards only ourselves? Well, as we developed civilization, our ancestors saw that we need to stick together, to build communities, our minds were expanding. Yet, we've never reached the pinnacle of a true community. Why? I believe it is because we have no natural predators anymore, and thereby, that ancient tool of ours, has turned us against ourselves. We are destroying each other due to biological mistake. However, the body can change, the mind is stronger and with our intelligence, we can deny traits of ourselves to improve the whole, the Family of community, of Windhelm. Religious people do it all the time, becoming chaste or even fasting, denying themselves food, to appease their faith. We could all do the same. Of all the shinobi clans of the world, this is what makes the Aburame of the Fire Nation such a fascination. The Aburame knows and regularly partners with insects, whom need to seek a symbiotic relationship to survive. A relationship built to strengthen the collective whole. Yet, the Aburame still are not perfect yet. Perfection is not a place, a horizon, it is a people and will come only when we are deserving of it. The individual naturally subverts the collective, resulting in chaos. If you ask how, simply look at Zazenomo, Hei, and even the Hoshigaki has had two members try and claim power, both in the Fire Nation and in the Water Nation. I submit that any individual will end up damaging a community, even if they have the best intentions, an individual is prone to self bias, and in believing that they should take matters into their own hands, they cause great agony for those who love them and vice-versa. Therefore, it is only the Collective Will that will help us Transcend the inner Parasite within all of us. When we reach perfection, all people will be equal, driving towards one goal."
- Parasites of Power -
"What exactly is a Parasite? Think of a farmer, whom toils away. Now, even though the farmer has more food than he will ever need or want, he keeps it all to himself. It does not matter if it storms, or snows, or the land grows dry, the farmer will continue to work, to create more of his crop, despite not needing to do so. Now, imagine there being others all around this farm, hungry and starving, needing help. The farmer, does not give any away, in fact, he will take the blood of those who died beside him, and use it to fertilize his next field. In this case, the Farmer was a Parasite. The crop, is power. As the Kazekage's Assistant, I've had to speak to a variety of people, from rich merchants, to poor miners who could barely pay their taxes. What is the result? Dissatisfaction. Why? Because they are like the farmer and the starving populace. The rich merchant has all the gold he desires, but does it grant happiness? No. The miner does not mine to save himself, he mines to save his family and he worries each day. If the merchant gives his gold to the poor miner, the miner will be happy, and the merchant will find a new sensation of helping those whom are in need. Therefore, I submit the following: Power is only satisfactory, when used to serve another. Being the most powerful human, does not matter, they will never be satisfied, always seeking more power, but never finding the end of it, because what is power? The value of power equates only to the Collective Perception of value placed on it. Whom would you call the most powerful? A rich Daimyo whom controls the whole country and could raise an army of thousands, or, a single individual whom is known as the greatest shinobi of the world? The answer: It depends on who you ask. Both of them will die one day. Let me ask you another question. If there are certain people meant to have more power than others, then why does chakra work for nearly anyone whom learns how to manipulate it in one form or another? The answer: Chakra was never meant to be a weapon. Chakra was meant to be a spiritual, inner-bond between all people, to come together as a True Collective, yet Parasites corrupted it. Do not be confused, however. This is not a call for peace, although it would certainly be loved, but rather, a call for change. Parasites, due to their nature, need to be destroyed for the Collective.
- A Matter of Faith -
"I know spirits exist. My family, the Momiji, have dealt with them and the odd things of the world for some time. However, let me ask you this: Do spirits truly care about you? I would say, they do not. Through this world, various spirits have called to us, but they also command us to spread their word and worship them. Why? Because it is truth? What makes it truth? No. I believe that spirits know that each person has value, but one person is never enough, is it? That is because, we are meant to be a Collective. But the spirits vie for and control us, wanting us to be a part of their collectives, their families, either because they are scared of us achieving transcendence too and divide us, or...Because they, like us, are in need of more unity, more people to connect with. In the end...If we all connect, we will be a Great Spirit too...

"…If any of this resonates with you. Know, that you are not alone. Himiko Momiji, will try and show everyone the way, but she'll need your support. One Windhelm. One Family. One Collective."
(Hey there, thanks for reading through this if you actually got to the end. This was all written from an IC perspective, so some things might also be wrong. Anyway, I just had the idea to announce Himiko as the new Kazekage and show her ideals in a unique way. Technically, ICLY, this wouldn't be the whole book either, but some notable passages. I also kinda got...Out of hand and just enjoyed writing this. Anyway, thanks! Also, yeah, this might be a nod to Bioshock 2's villain. Grammar is also an OOC mistake that will be fixed, if I don't get lazy.)
