A Week Ago...
Word spread throughout Wind, Fire, and Wave country about the Daimyo summit called to be by the Wave Daimyo. The military of Fire and Wind mobilized as they were ordered to escort the Daimyo's of their respective countries with the Kage's acting as their personal bodyguards.
Three days trip for Fire Country, and six days for Wind it took the forces to gather at the central location located on the outskirts of Wave Country. On the seventh day, a massive gathering of Shinobi and Samurai would surround a single table located in the center of the designated meeting area. It was intended to be a meeting in which information was shared to all. At the tables sat all three Daimyo, and to Fire and Wind's sides were the Kages. To the Wave Daimyo's side sat the Shogun of the Samurai.
Wave Daimyo: "Welcome... I apologize for the abrupt call yet I appreciate the time and money you two spent to insure this meeting could happen as expected."
Fire Daimyo: "Time can not be refunded... but money..."
The Wave Daimyo waved him off and said "Yes yes of course... for your troubles." Before handing each of the other two equals a payment of 100,000 ryo each.
The Wind Daimyo nodded before handing the funds to his Kage and said "This is unlike any of us. TO call a secret meeting, that is not secret.... but not know what it is regarding? Tell us my distant friend.... what is it you have gathered us here for. Your words made it sound as if the fate of all were at stake..."
The Fire Daimyo mimicked the Wind, handing the ryo to his Kage. He then leaned back and watched carefully, waiting for the answer they all wanted to know.
What Brew's in the Shadow's
The Wind Daimyo nodded and then motioned for the Shogun to speak. Most in the crowd would recognize this man from the Chuunin Exam.
Shogun: "For the past five years an organization has not only been formed, but also sunk its teeth into what we know as the Outskirts today. I have had my Ronin, by ask of the Wave Daimyo, scout and in some cases infiltrate their lower ranks in order to gain information that was the base of all we have now."
The Fire Daimyo chuckled as he leaned back in his chair. "Organizations are a dime a dozen. Hell we have had three in the last few years trying to 'reclaim Wave Country' and force it to be a military force as it was before the last War of the Shinobi."
The Wave Daimyo smiled and said "Luckily their efforts have been futile... but you see this Organization actually has the unfortunate habit of using their head." He then motioned for the Shogun to continue.
Shogun: "Right... so they call themselves Ketsueki... meaning Blood. The Ketsueki is lead by a leader which we have heard nothing of but rumors so there is nothing of merit in talking about them as of yet. Underneath the leader is a trio known as the 'Infamous Three' in the outskirts. These three are what we would call Kage level enemies... maybe a step beyond based on the information. Fire Country actually encountered one of them in a mission they went on years ago with me. Hyuuga, Riojin is one of the Infamous Three, the other two we know nothing of."
The Wind Daimyo cut in and said "Wait... Leader unknown. Infamous three, got it. But you guys ran into one of them and did not detain or stop them?" He asked, looking from the Shogun to the Fire Daimyo.
Fire Daimyo: "I read the reports. This Hyuuga was a rival even for the former Hokage, not just an average individual. Regardless it seems their eyes have advanced in a similar fashion to that of the Uchiha. Nothing could be done about it, now please... let them continue."
The Wind Daimyo narrowed his eyes as the Shogun continued.
Shogun: "The chain of command is the leader, then the Infamous Three, and underneath them are four Under-bosses as they are called. Rogues with exceptional talent and mindsets. We only know if two. First up is 'Miasma.' This individual is feared in the Outskirts. A master of poison, weapons used to inflict said poison, and what they call a smoke artist. They utilize jutsu that inflicts their poison by air over a wide radius. Next is 'Shade.' Shade is a Nara based on the information. Called the Lord of Shadows by some in the south, they also use genjutsu and an instrument of some sort to lure in their victims for an easy kill. Miasma and Shade are known tacticians. They are not Genin nor Chuunin level. Jounin at -least- is what their power suggests."
Fire Daimyo: "Wait... so what, you want us to take care of these individuals? This organization?"
Wave Daimyo: "Simply put, yes. I lack the military to do more than scout. You all have the power to fight, and I have the money to fund rewards for these missions."
The Wind Daimyo laughed and then stood up. "What a waste of time.... uninterested. You take care of this little organization. I have a country to run." He then turned and begun to start walking from the table.
Wave Daimyo: "Do you know the story of Uchiha, Genzai and Aburame, Ashido?" He asked.
The Wind Daimyo paused. A look of concern and then suspension appeared on his face as he turned and stated "Yes. Everyone knows the history... Genzai originally turned on the Senju in Fire Country, formed a force with the Kaguya and Aburame. Infiltrated multiple countries and started the First War of the Shinobi. Ashido was his best friend... a sick, poisonous individual who was skilled in the art of unnatural medical ninjutsu."
Wave Daimyo: "The leader of Ketsueki.... is said to be Genzai. Ketsueki means Blood.... old blood... Uchiha blood. Kaguya blood. Aburame blood. Blood shed from the past, returned to haunt the present."
Both the Fire and Wind Daimyo looked at each other confused. "Impossible." The Fire Daimyo said. "Literally impossible... the First War of the Shinobi ended over 400 years ago..."
The Wind Daimyo sat down in his chair with a stunned look on his face. "Ashido.... uncanny medical ninjutsu... are you saying..."
The Wave Daimyo held up a hand and said "We believe Genzai is long gone. No need to worry there... Ashido though I can not be too sure. This new leader however, we believe this new individual is a possible distant child of Genzai. One lost in time, one who did not forget his ways, and aims to finish what he started those many years ago. We believe this is the Blood of Genzai. This is not a simple Organization. They have taken over trade routes and are pushing north. In the first War, Genzai almost won because he had Kogyo Village... let us not be as ignorant as our ancestors and nip this in the butt. Miasma and Shade we have enough information to track down. One per village, as you all have the man power. I will supply the financial support. If we do not combine efforts to halt the Ketsueki, they will be knocking on our door sooner than later. Let me say it in a clear fashion. Someone has monopolized and organized the rogues of the south... and they are coming. Will you both aid me, and if so... who want's to pursue Shade.... and who want's to pursue Miasma?"
Return from the Daimyo Summit
You have just returned to your village from what was the Daimyo Summit. The Wind Daimyo agreed to pursue the being known as Miasma and the Fire Daimyo agreed to peruse the being known as Shade. The Military and Special Forces of the villages have been tasked with enhanced training for the efforts, which looks to be a war with the Organization known as the Ketsueki.
