'The wind combined is made tempest. But all must blow in the same direction.'
Wind is a bit more gritty than Fire Country. They see those in the opposite lands as pompous and ignorant fools who follow bloodline versus skill and intellect. Your clan means very little in Windhelm and often high office are hesitant to show favour to any one clan by appointing a member. The Society is highly militaristic with most people referring to parents as 'Sir' or 'Ma'am'. Everyone works for the good of the common cause and whilst it cannot be denied that some benefit more from the system all recognise it as integral to progression.
'For the good of the Wind'
The 'Shinobi' act more like soldiers than anything else with their sacrifice of their lives from a young age considered an extremely high honour and the noblest of careers. Above even regular army members the Shinobi are treated as heroes wherever they go and whilst the Wind is ruthless in its training of those who partake all understand it's benefit. Insubordination is treated extremely harshly seen as taboo as Racism may be in the real world. Desertion is a horror not worth visiting upon your remaining kin who will be ridiculed and harassed for your own mistakes.

'Hard work is the nobility of the Wind'
The Capital District, located on the inner parts of the town, is full of vibrant markets for trade, high ranking officials in the military, academy shinobi, and teachers. Anyone native to the Wind country is generally allowed within the Capital, however strict rules of respect and no nonsense exist within the Capital of the Wind Country. Helm has a natural trade built upon the mines that run deep into the ground and it's guild leaders are influential members of their society driving home the need to work hard and employing large amounts of the populace. The Warden of the inner district is used to help keep a close eye upon the goings on and uses their forces to enforce strict curfews for non-shinobi and ensure order is kept on the streets. The 'General' is an apt title for the stringent discipline required to insure Helm's Streets remain safe.
'Windhelm is a hard place in it's best spots. The Outer district is far from being one of them.'
The Outer District is far less sterilised. This is where those of lower status tend to dwell as well as those who are uninterested in the military but want to find power, wealth, or just a good time betting ryo and drinking. The disparity is financial and unfortunate but not quite to the point of Poverty. As has been for a time the Warden of the outer District oversees this area applying the law of the land with direct efficiency. The position is often called 'Overlord' seeing as the authority the warden has in this area is seen by those who live within it as almost beyond the law they enforce. Crime exists in these areas but it is cracked down upon hard and extremes, such as murder or things akin to it in severity, are punished with the full might of the military. The Wind Nations Affirmative Action Force, the A.A.F. for short, is also known to have under cover agents in the cities, when they are not out on a mission, watching over alongside the military patrols.

Wind Country Ranks/Special Characters
The 3rd Lord Commander of Windhelm & Wind Shadow (Sandaime Kazekage) Miro, Toshen - Leader of all Shinobi within Wind Country and supreme commander of the military.
Toshen arose to the position of Kazekage in his early twenties. Whilst a devout believer of the harsh way of the wind he was a major part of accommodating the new clans as well as lifting the age of admission to the academy to allow children to enjoy their youth and trusting the families of Windhelm to instill the initial culture of the Wind into the next generation.
Widely respected for his mastery of the sealing arts and having trained under 'The Final Dragon Of the Magnet Release' in the same technique 'Toshen of the Golden Seal' is renowned as one of the most powerful shinobi of his era though the man himself is understated and humble proffering to allow his officers, junior and senior, to work their own sections without his direct meddling or micro-management.

Wind Shadow's Assistant: Momiji Himiko - Handles the liasons between the clans and the military. Though Clan is not as important in the Wind these families are often extremely powerful. They also help with the day to day administration of Windhelm.
Himiko is one of very few of Toshen's student's. Her astute workings in the light of the death of her predecessor made her the obvious choice for replacing him. Though young her diligence has made her well noted among her peers as a worthy addition to the Administration of the village.

Capital City Warden: Momochi, Tanya- This character is in charge of maintaining the order of the central district as well as assigning missions to its military. Defence of the village itself and it's laws as a whole is their goal though they concede authority of the outer region to it's Warden their charge is ensuring Helm's security and survival.
Tanya's reputation in the medical field is matched only by her infamy as a terrifying shinobi. Few students in the history of the Wind have had held such a reputation before leaving the academy as many of her own fear her, some to this day. The woman's skill and invention have lead her to make several large strides in medicine whilst her strongly held respect has allowed her to rapidly dissuade any doubt of the Momochi's ability and as a result her authority in the Capital district is beyond question.

Outer City Wardens: Inuzuka, Eikichi & Momochi Iori - These characters are in charge of keeping a hold on the various shady organisations within the outer city. Respected minds, skilled combatants, and some people nobody wants to piss off. They are known to make deals/contracts using their trained assassins and other resources as appropriate.
Eikichi is even more stoic and centered than the current Kazekage being the very first among his generation to be promoted to adept for his ability to remain calm in a pressure situation. That factor alone demands respect but the ever growing and powerful canine at his side keeps those who doubt the young man's ability at bay.
Iori's promotion is more recent but anyone worthy to wield the great sword Kubriki Honcho is unlikely someone to mess with. The speed at which she's adapted to life in the outer district has done the rest to convince those that she is every bit the embodiment of the 'Overlord' title.

Forward Commander: Hozuki, Tethys - This officer is charged with maintaining the borders of the country and keeping an eye upon foreign powers. In times of war they are the first line of defence and the first to engage the enemy.
Tethys is a man of the older ways with a striking appearance and stance. Men who live out in the desert are hard creatures and few have completed as many missions and tours out there as Tethys. The General is a mysterious fellow rumoured to be a capable hit man and knowledgeable in the darker shinobi arts.

Head Academy Instructor (A.A.F. Leader) Megumi, Hei - They have decided to become the academy instructor in order to get first pick of potential from the generations to come and welcome them to Wind Countries Affirmative Action Force (A.A.F.). This is basically the ANBU of the Wind Country. They also handle 'Black Missions' which are said to be highly dangerous.
Little of Hei's accomplishments are public knowledge due to the nature of his work. But as the sibling student of Miro, Toshen his magnet Release techniques are sure to be top tier though few can seriously say they've the man go all out for those that would've are likely gone from this world.
